The Committee on Ways and Means, to whom was alluded the
charge (H.R. 5788) to accommodate the preparing by U.S. Traditions
furthermore, Border Protection of certain worldwide mail shipments
furthermore, to require the arrangement of development electronic data
on global mail shipments of mail, and for other
purposes, having thought about the equivalent, reports positively consequently
with a change and prescribes that the bill as corrected do

Area 1. SHORT TITLE; TABLE OF CONTENTS.
(a) Short Title.- - This Act might be refered to as the ``Securing the
Global Mail Against Opioids Act of 2018''.
(b) Table of Contents.- - The list of chapters for this Act is as
pursues:

SEC. 2. Traditions FEES.
(an) In General.- - Section 13031(b)(9) of the Consolidated Omnibus
Spending Reconciliation Act of 1985 (19 U.S.C. 58c(b)(9)) is changed by
including toward the end the accompanying:
``(D)(i) concerning the preparing of things that are
sent to the United States through the worldwide postal
organize by `Inbound Express Mail administration' or `Inbound EMS' (as
that administration is portrayed via the post office order plan
alluded to in area 3631 of title 39, United States Code),
the accompanying installments are required:
``(I) $1 per Inbound EMS thing.
``(II) If an Inbound EMS thing is formally entered,
the expense accommodated under subsection (a)(9), if
pertinent.
``(ii) Notwithstanding area 451 of the Tariff Act of 1930
(19 U.S.C. 1451), the installments required by proviso (I), as
assigned as per condition (iii)(I), will be the main
installments required for repayment of U.S. Traditions and Border
Insurance for traditions administrations furnished regarding the
preparing of an Inbound EMS thing.
``(iii)(I) The installments required by proviso (I) will be
assigned as pursues:
``(aa) 50 percent of the measure of the installments will
be paid on a quarterly premise by the United States
Postal Service to the Commissioner of U.S. Traditions and
Outskirt Protection as per controls
recommended by the Secretary of the Treasury to
repay U.S. Traditions and Border Protection for
traditions administrations furnished regarding the
handling of Inbound EMS things.
``(bb) 50 percent of the measure of the installments will
be held by the Postal Service to repay the
Postal Service for administrations furnished regarding
the traditions preparing of Inbound EMS things.
``(II) Payments gotten by U.S. Traditions and Border
Assurance under subclause (I)(aa) will, as per
area 524 of the Tariff Act of 1930 (19 U.S.C. 1524), be
saved in the Customs User Fee Account and used to straightforwardly
repay every allotment for the sum paid out of that
allotment for the expenses caused in giving administrations to
universal mail offices. Sums stored in understanding
with the former sentence will be accessible until exhausted
for the arrangement of such administrations.
``(III) Payments held by the Postal Service under
subclause (I)(bb) will be utilized to specifically repay the
Postal Service for the expenses acquired in giving administrations in
association with the traditions handling of Inbound EMS things.
``(iv) Beginning in financial year 2021, the Secretary, in
counsel with the Postmaster General, may modify, not more
oftentimes than once each financial year, the sum depicted in
proviso (i)(I) to a sum comparable with the expenses of

Inbound EMS things, predictable with the commitments of the
Joined States under global agreements.''.
(b) Conforming Amendments.- - Section 13031(a) of the Consolidated
Omnibus Budget Reconciliation Act of 1985 (19 U.S.C. 58c(a)) is
changed -
(1) in passage (6), by embeddings ``(other than a thing
subject to an expense under subsection (b)(9)(D))'' after ``customs
officer''; and
(2) in passage (10)- -
(An) in subparagraph (C), in the issue going before
proviso (I), by embeddings ``(other than Inbound EMS
things depicted in subsection (b)(9)(D))'' after
``release''; and
(B) in the flush toward the end, by embeddings ``or of
Inbound EMS things depicted in subsection (b)(9)(D),''
after ``(C),''.
(c) Effective Date.- - The revisions made by this segment will take
impact on January 1, 2020.
SEC. 3. Compulsory ADVANCE ELECTRONIC INFORMATION FOR POSTAL SHIPMENTS.
(a) Mandatory Advance Electronic Information.- -
(1) when all is said in done.- - Section 343(a)(3)(K) of the Trade Act of
2002 (Public Law 107-210; 19 U.S.C. 2071 note) is revised to
read as pursues:
``(K)(i) The Secretary, with the simultaneousness of the
Secretary of State, will endorse controls
requiring the United States Postal Service to transmit
the data depicted in sections (1) and (2) to
the Commissioner of U.S. Traditions and Border Protection
for global mail shipments by the Postal Service
(counting shipments to the Postal Service from outside
postal administrators that are transported by private
transporter) reliable with the prerequisites of this
subparagraph.
``(ii) In endorsing controls under proviso (I),
the Secretary will force prerequisites for the
transmission to the Commissioner of data
depicted in sections (1) and (2) for mail shipments
depicted in statement (I) that are practically identical to the
prerequisites for the transmission of such data
